Longtime Northwestern Employees Promoted

ALVA, Okla. – Northwestern Oklahoma State University officials have announced the promotion of two longtime Rangers, Brad Franz and Calleb Mosburg. Franz has been named vice president for athletics, moving from his role as director of athletics. Mosburg has been named vice president for student services and enrollment management, previously serving as dean for student services and enrollment management.
Brad Franz
Franz is entering his 10th year leading the Ranger athletic department and 19th overall. Under his direction, the program has maintained stability and steady progress in all sports since the university’s transition from the NAIA to NCAA Division II.
Ranger athletic teams excel academically, posting an athletic department GPA of 3.21 for the 2024-2025 school year, which marked the 18th semester in the past decade above a 3.0 GPA. In 2024-2025, 127 student-athletes earned D2 Athletic Directors Association All-Academic honors, requiring a minimum 3.5 GPA, which ranked number one in the Great American Conference.
Franz has also been instrumental in expanding athletic opportunities. In 2019, he launched the women’s track and field program, now boasting 56 members under nationally recognized coach Jill Lancaster. In 2023, he initiated the men’s track and field program which also has 56 members.
His leadership has resulted in facility improvements, including overseeing the renovation of Percefull Fieldhouse, a new 20-stall horse barn for the rodeo team, and the completion of the Dunning Performance Center renovation. He spearheaded the physical creation of the Ranger Hall of Fame in Percefull Fieldhouse and helped secure the funding for the Verne Metcalf family university track.
Franz was named the Donovan Reichenberger Fundraising Award winner in both 2018 and 2022. Before becoming athletic director, he served as head men’s basketball coach during the 2015-16 season, leading the team to its first Great American Conference tournament appearance. Franz previously served as vice president for instruction at Otero College in La Junta, Colorado, and as vice president of student services and enrollment management at Northwestern from 2006 to 2013.
Along with an extensive history with Northwestern, he also earned his bachelor’s and master’s degrees from the university. Franz has three children — Jordan, married to Kylie; Cecely, and Aleysa, married to Dalton Rose — and is a proud grandfather to Emma and Jimmer, with another grandchild on the way.
Calleb Mosburg
Mosburg began his career at Northwestern in 2007 in the Office of Recruitment, where he helped produce some of the largest freshman classes in school history. His success led to promotions in 2008 to retention coordinator and assistant director of recruitment. In these roles, he continued to drive freshman enrollment growth.
In 2010, Mosburg became director of financial aid, implementing practices to make the process more efficient and student-friendly. He guided the office and students through a smooth transition during major federal loan program changes.
Three years later, he was named dean of student services and enrollment management. In this role, Mosburg has advanced enrollment growth by institutionalizing Complete College America and Higher Learning Commission strategies, increasing concurrent high school enrollment by 104%, and establishing the Enrollment Management Task Force. His efforts have contributed to three consecutive years of 4% enrollment growth. He has also prioritized campus safety with infrastructure and procedural improvements.
Through the many positions Calleb has held at Northwestern, the one constant has been his love for serving students and being a part of each one’s journey as a Ranger.
Mosburg serves in the Alva community on the Woods County Election Board, the Alva Airport Commission, and as a deacon at the First Baptist Church. He also volunteers his time coaching youth softball and assisting in many other volunteer activities.
He enjoys his time away from the office with his wife, Dr. Callie Mosburg, and his three daughters, Reese, Ashton, and Zoe. The Mosburgs create fun experiences for their family by spending time traveling, relaxing at the lake, or snowboarding on the mountain.
