I'll give an advanced-level PDF remediation answer to this. There's a way to designate how specific text will be read out in a PDF. The setting you're looking for is "Actual Text". I often have to look deep into HTML code to find accessibility errors, and sometimes JAWS is too smart for its own good. What I mean by that is that JAWS sometimes tries to "fill in the gaps" and can announce things differently than they actually are.
